In 2018, the Government of Ontario mandated every Ontario municipality to create a multisector Community Safety and Well-Being Plan.
This case study by Natasha Pei and Leonardo Gil outlines how the City of Windsor, Ontario, and the nearby County of Essex developed a joint plan that leaned heavily on community engagement.
The resulting strategy turned an approach to community safety into an approach to better understand the root causes of inequity that influence community safety.
The plan is based on eight outcome goals under four domains of work. The work includes activities that are organized based on metrics to be monitored in short, medium and long term.
