Develop documents collaboratively via Wikiis.  2. Create shared workspaces for citizens. 3.  Facilitate large scale deliberation online. 4. Use 'serious games' to generate interest, understanding and input. 5. Survey citizens. 6. Aggregate opinions expressed on social media networks.  7. Gather and rank ideas and solutions. 8. Work with citizens to identify and prioritize problems that governments can fix. 9. Help citizens visualize geographic data.  10.
