The Enabling City: Place-Based Creative Problem-Solving and the Power of the Everyday is a tool-kit developed to illustrate examples from around the world that demonstrate the power of “place-based, creative problem-solving" that can result when the “imagination and inventiveness of citizens, experts and activists” is leveraged to work collaboratively.

The social innovations profiled in the tool-kit centre around core themes that encourage cities to be, “more inclusive, innovative and interactive.” The themes are: place-making; eating & growing; resource sharing; learning and socializing; steering and organizing; and, financing. These innovations are catalysts for social change and they demonstrate that, “citizenship is so much more than duties and taxes — it’s about outcome ownership, enablement, and the celebration of the myriad connections that make up the collective landscape of the place(s) we call home.”
